NOTICE OF INTENT TO ADOPT
A MITIGATED NEGATIVE DECLARATION FOR THE
PROPOSED CASTAIC AREA MULTI-USE TRAILS PLAN PROJECT
PROJECT TITLE: Castaic Area Multi-use Trails Plan
PROJECT LOCATION: The Castaic Project Area encompasses approximately 75 square miles
in the unincorporated Castaic area of the Santa Clarita Valley in the northwestem portion Of the
County of Los Angeles. The Castaic Project Area is composed of generally mountainous and
valley terrain that abuts the Angeles National Forest to the north, the City of Santa Clarita to the
southeast. California State Route 126 to the south, and Ventura County to the west.
PROJECT DESCRIPTION: The proposed project includes approximately 100 miles of
mu ti-use (hiking, mountain biking, equestrian) trails and related staging areas. bike skills parks,
parking areas, and other supporting trail facilities in the Castaic Area of the Santa Clarita Valley
Planning Area, The proposed trails would provide connections to the Angeles National Forest,
trails in the City of Santa Clarita, and trails in the Newhall Ranch Specific Plan. The trails would
be multi-use and range from 3 to 12 feet wide based on site conditions, with adequate space for
combined pedestrian, equestrian, and mountain biking use, in accordance with the County of
Los Angeles Trails Manual Trails Manual). The proposed project would
develop a complete multi-use trail system connecting user groups and local populations to
desired recreation destinations and experiences, with unfed transition to the trails of adjacent
jurisdictions, compatibility with adjacent land uses and environmental resources, and
incorporate a sustainable design consistent with the County Trails Manual. The plan would
recommend tnnc#tions for improvement of unmet local recreation demands in the County's Fifth
Supervisorial District.
In actnrdance with Section 15072 of the California Environmental Quality Act Guidelines. this
notice is to inform public agencies, County residents, and the general public that the County of
Los Angeles Department Of Parks and Recreation, as the lead agency, has completed an Initial
Study/Mitigated Negative Declaration (ISWND) for the proposed project described above. The
ISWND examines potential impacts of the progysed project on the environment. The IStMND
witl be available for public review beginning May 13, 2016, at the following locations:
